1997 FC Santa Barbara Board Minutes
December 4, 1997

The meeting was called to order by Blair Spaulding at 7:40 p.m. at the Spaulding’s home. Present Dan Ribbens, Nelson Trichler, Bill McKinnon, Blair Spaulding, Brian Hersh, Rich Hug, Jeff Ino, Mickey Cornish, Jim Acos; absent Karen Ribbens, Rhonda Lee, Carolyn Binkley, Doug Keep, Ron Ely, Sam Tyler.

ECRSL President’s Meeting Report: Blair attended the November ECRSL board meeting which was a required meeting for all Club presidents. FCSB’s bond is fully paid up and we are in good standing with ECRSL. To improve the available of referees locally Jim Malch (the ECRSL referee liason) suggested that we try to promote a local referee association. To this end Blair has forwarded to them the name of a active referee in this area who said that he was willing to be the referee contact for them in this area.

This year ECRSL is providing (at no additional cost to us) one T-shirt with an ECRSL logo on the front ant back to all players in the league. Blair brought these back with him and has distributed them to the manager or coach of each of our teams.

Tournament Report: The tournament is shaping up to be a great success with over 90 teams signed up. The FCSB web site for the tournament has been a great success in improving communication to participating teams. The preliminary schedules have been posted to the web site at www.west.net/~trichler/97wchome.htm. Any changes, if necessary, will be posted there immediately.

Team managers and all working at the tournament (which is everyone) take note:

The deadline for getting the labor schedules back to Ron Ely is Monday, December 8. Ron’s numbers are: voice 687-6698; fax 687-0336; email meddle1@aol.com

If a team as a whole works at least 40 hours, they will qualify to share equally up to 20% of the net revenue from the tournament.

All hours will qualify a team to participate in the additional revenue sharing program on a pro-rata basis with the other club teams.

If someone is signed up but does not show for their assignment without prior approval from Ron, in addition to losing those hours the team will lose an equal amount of hours not worked as scheduled against their team’s total hours.

It will be the responsibility of the Club team’s managers to make sure people show up as assigned.

Finally we are in need of awnings, generators, utility trailers to move equipment. Please check with your team members for these items and call John Hadidian at 683-2375 if you find any of them that could be used for the tournament.

Las Positas Practice Fields: With the older teams taking time off for the high school season, our need for practice field space at Los Positas is temporarily reduced. As always, however, Los Positas is not available if it has rained at all recently which has been happening lately. It was agreed that another meeting should be scheduled with Mark at Las Positas Park to discuss how our reduced needs and the rain would be dealt with.

FCSB’s Playing Up Policy. Dan Ribbens and Blair Spaulding requested and got feedback from the coaches on the proposed guidelines for tightening up the current Club policy (see last month’s minutes for this report). The coaches were in favor of adopting this report. They did, however, express a desire that players who had already established themselves on an older team should be given special consideration. Due to the fact that many board members were missing, the final decision was put off until the January meeting..

FCSB Spring Tryouts Discussion: A discussion on this topic will be held at the January board meeting. The date for tryouts should be set several months ahead so that coaches can plan ahead. Also we will discuss whether or not tryouts should only be held for the younger age groups since tryouts continue on a year around basis for the older established teams anyway. If you have ideas on how we can do a better job with our tryouts come to the next meeting or pass along your ideas to someone who is coming.

November 6, 1997

The meeting was called to order by Blair Spaulding at 7:45 p.m. at the Binkley’s home. Ron Ely officially voted onto the FCSB Board to take the place of Tom Johnson who is no longer actively involved.

FCSB’s Playing Up Policy. Blair Spaulding presented the written sub-committee report (attached) which proposed guidelines for tightening up the current Club policy. There was about 20 minutes of discussion after which it was decided that the coaches should all see the proposed guidelines and implementation mechanism so that they would all have the opportunity to express their views on the proposed guidelines. Dan Ribbens was appointed to get this feedback prior to the next Board meeting.

Las Positas "practice field coordinator": Blair Spaulding and Nelson Trichler had a very positive 1 ½ hour meeting with Mark from Las Positas Park. Las Positas Park is very interested in having us there and also very interested in maintaining the fields in very good condition. Nelson took and wrote up very extensive notes on the entire meeting. These are available wither from Nelson or Bill McKinnon for anyone who wants to know the details. The basic approach was to experiment with various approaches to avoid excessive ware on any parts of the field while at the same time making the entire fields available during some portions of each practice. The situation really is no different than if we owned our own fields and were trying to both practice and maintain them in top condition.

It was agreed that a continuing dialogue should be maintained to head off misunderstandings in the future. We still desperately need a volunteer to help coordinate this effort. If you know of anyone who would be willing to help us out as a field coordinator, please contact Blair Spaulding (967-8875) or Dan Ribbens (964-4843) .

ECRSL Board Relations: Blair Spaulding wrote a letter to key members of the ECRSL (that is the league we play in) board in response to items in the previous month’s minutes which referred to problems with "Santa Barbara" teams in terms of fields, fines and referees. He pointed out that there are three clubs in Santa Barbara and that FCSB’s bond was always paid up in full, fields were marked if one of our teams had the first game, and that the ECRSL league itself schedules the referees. He suggested that if they have a problem with a particular club, that they direct their comments to that club directly and not to all "Santa Barbara" teams.

In the past we have not been active participants in the ECRSL regular board meetings largely due to the distance from Santa Barbara to the once a month meetings in the Westlake area. Everyone agreed that it would be a good idea to have someone represent our club at the ECRSL regular meetings to maintain good lines of communication. Mickey Cornish volunteered to take on this role and Blair Spaulding said that he would get a schedule of the meetings to him.

Uniform Policy: There was discussion about whether or not FCSB should endorse a second uniform particularly for the girls teams. FCSB has an exclusive contract with Xara for purchasing our uniforms at discounted prices although the particular style is not fixed. Those who have been around this issue for years pointed out two truths about uniform selection. 1. You will never choose a uniform that everyone is happy with (in fact the degree of satisfaction with the current uniform far exceeds any others which have been used in the last six years). 2. If you want to have a "Club" uniform then you cannot have multiple choices. Nevertheless, it was agreed that the board should seek out the opinions specifically of the girls teams concerning uniform styles. Grace Riggs agreed to get this input from each of our girls teams.

Red Cards Issued to FCSB Players and Coaches: Whenever a red card is issued to an FCSB player or coach, a copy of the write up is sent to our club president, Blair Spaulding. Blair wanted to pass on that he has received a lot of these notifications lately and that this is a situation which needs to be turned around by us controlling our own conduct. He has written an article on this which will appear in an upcoming FCSB newsletter (see below).

The players and coaches usual complaint is the quality of officiating. As in all endeavors there is a range of quality in officiating from truly outstanding to regretfully awful with most being somewhere in between. However, due to the great success and associated growth in soccer at all levels and club soccer in particular, there simply are not enough referees to go around even when ALL of the referees available are used. There will be days when we have no referees at all. So if you are going to play soccer at this point in time, you have to accept the fact that all available referees of all abilities will be used. We must be thankful when we have a referee(s) for our game at all, be joyous if they do a good job, and be resigned to the fact that this will not always be the case until the generation of players we are now training grow up to become those great referees that we always wish to have.

Keith Carver is no longer the Assistant Area Commissioner. Jim Bigelow should be contacted instead for matters at the CYSA-South district level.

Field Setup: The current FCSB policy is that the first team to play at a particular field is responsible for getting that field set up. They may certainly ask others playing that day to help them or do this for them.

The suggestion was made that next year FCSB arrange to pay someone to line all of the fields each week. The other clubs using the fields could be charged on a prorated basis and have already agreed to such an arrangement. There was general agreement that this was a good idea.

FCSB Newsletter: Jeff Ino has just about finished with our first newsletter for this year. We are hoping to have it distributed soon.

Equipment Purchases: We have purchased a second paint machine identical to the first paint machine. This will greatly help both with the tournament and with lining our fields for league games in the Fall.

Winter Cup Update: There are over 65 teams signed up. Each team will be contacted during the next week concerning labor needed to run the tournament. The WEB site is getting a lot of activity and has proved to be a great benefit in organizing the event.

October 2, 1997

The meeting was called to order by Blair Spaulding at 7:55 p.m. at the McKinnon’s home. Sandra Tyler officially voted onto the FCSB Board by a vote of 6 to 0. Lets all welcome Sandra Tyler as the newest member of our board.

Coaches/Managers the Riviera Club’s U-19 Silver team folded. If this team was scheduled to play before or after you, be aware that they no longer exist.

Licensed Administrator Must Be Present at All Games: A New CYSA-South directive specifies that an administrator with a coaching license must be present at all games. This was done because some clubs in LA had a single coach registered as the coach of many teams and then just had a non-licensed coach/administrator present at the games. They want to have licensed coaches coaching each team.

FCSB Club Picture (taken at the Club Picnic) is now available for $5.00 each. Karen Ribbens will try to arrange to show the samples around at practices over the next week or so. The pictures look great, so take a look and get your orders in to Karen.

FCSB’s Playing Up Policy. This was the main topic of discussion for this board meeting. There was a lively discussion in which everyone expressed their views about what would be best for the players, the parents, the teams, the Club and the community. In addition the views of those not present which had been expressed at board meetings or to board members during the past month were also shared. Although a consensus could not be reached, everyone present became more appreciative of the various issues involved. In the end, Blair Spaulding was directed to organize a committee to study the issue further and, if the committee decides that a change should be made in the Club’s playing-up policy, to prepare a written proposal to be presented at the next board meeting..

Proposal to Santa Barbara Foundation for Equipment: Our preliminary proposal to the Santa Barbara Foundation was turned down. Apparently the Foundation has been flooded with requests from local sports organizations and teams. Next month, however, they are going to review their policy for evaluating such requests, so there is some small possibility that we may be able to resubmit our proposal at a later date. In the meantime, we will be pursuing other local foundations.

Las Positas "practice field coordinator": No one has stepped forward to take on this job and, partly as a result of this, our relations with the park are deteriorating. Our teams have been directed not to use the 18 yard boxes or the center of the fields for practice. Yet we are being charged more than ever for the use of the fields. Blair Spaulding and Nelson Trichler will arrange to meet with the park officials to discuss our concerns.

Use of the upper fields is to rotate among the teams. Coaches need to make sure that this happens.

Equipment Purchases: Due to our expanded use of paint rather than chalk to line fields, and for use at our upcoming tournament, the board authorized the expenditure of up to $450 for a second paint machine.

Winter Cup Update: Nelson Trichler reported that 8-10 teams had registered already which is just a little behind last year. Most of these early teams are from Arizona and Northern California. This year the program will be put together by Goal International in the "newspaper format" with a Sunday update. We are getting 25 -30 inquiries per week on our tournament WEB site and are sending out flyers to all teams which have participated in the past.

The first tournament committee meeting will be October 15, 1997 at the Trichler’s home.

Summer Cup, August 1-2, 1998? The board would like to get Club members feedback on the possibility of moving our annual tournament from December to the summer. The major benefits would be no worry about rain and teams from all ages and locations could attend. . Currently many leagues in are still playing when we hold our tournament. The main drawback to a summer tournament would be that people would have to adjust their summer schedules to accommodate the tournament. FCSB has reserved fields at UCSB for August 1-2, 1998. That would be the date next year. Please talk to your team manager/coach or a board member and let us know what you think.

Potential Players In Carpinteria: John Hadidian pointed out that the AYSO program in Carpinteria has been going strong for a number of years now and is producing players with both the desire and ability to play at the Club level. If you do not have any players from Carpinteria on your team, then you do not have all the best players in the area and are missing a good opportunity.

It was determined at the meeting that six teams used Las Positas during portions of the summer and the fee will be divided equally. That is $250 per team. Checks should be made payable to FCSB and given to Karen Ribbens IMMEDIATELY.

 

September 4, 1997

Registrar’s report (prepared by Karen Ribbens, presented by Dan Ribbens). FCSB has 162 players registered this Fall. All teams have paid their full dues with the exception of the U-11 girls. Registration information was delivered by Karen in person to the CYSA State office last Friday. The white "permanent" registration cards should be received by us within two weeks from then.

FCSB desperately needs a "practice field coordinator" to keep track of who is practicing where and when. This job will not take a lot of time but is essential particularly to coordinating the shared use of Las Positas and LaColina Jr. High. Our ability to continue using Las Positas is in jeopardy if we cannot accurately distribute the costs to all of the teams using this wonderful facility. Please, all coaches and managers ask among your team parents to find a volunteer who can take on this relatively small yet very important job.

Proposal to Santa Barbara Foundation for Equipment: Our preliminary proposal to the Santa Barbara Foundation was submitted by Blair Spaulding with help from David Edleman and Nelson Trichler. This preliminary application will be reviewed by that foundation on September 19. If it is approved we will then be asked to submit our complete proposal for consideration by them later this year.

Motion to by two more sets of heavy duty nets was proposed by Dan Ribbens because we now play on as many as three home fields on a single weekend and we have been borrowing people’s personal nets for this purpose up to now. The motion passed unanimously and Dan was directed to make the purchase.

Motion to pay Bishop Diego High School the full $500 for our 25% contribution to the purchase of their new goals was made. FCSB had already agreed to pay Bishop Diego High $500 over three years as our contribution to their purchase of new goals. Since they have improved their field (no more burned in American style football line) and they are allowing us to paint the soccer field perimeter lines as well as the corners of the boxes (the remainder must still be chalked) the motion passed unanimously to go ahead and pay the $500 now. Our agreement with Bishop High School for field use for three years is in writing.

Teams with games scheduled at Dos Pueblos High School should call their opponents early in the week before their game and tell them that the directions to that field are no listed under FCSB in the field directions as they should be but only under Legends Soccer Club. This simple step will help minimize confusion.

Player/Parent Manual: Nelson Trichler reported that this manual is ready to go and will be available at the Club picnic.

FCSB Newsletter Editor: As previously reported Jeff Ino has volunteered to edit the next FCSB newsletter. Each team manager/coach should contact Jeff (687-5634) and arrange to give him a paragraph or two on what is happening with your team.

Sister Cities Program: Santa Barbara has a "sister cities" program with Puerto Vallarta, Mexico. We have talked about arranging the exchange of soccer teams with them at some point in the future. Blair Spaulding will be giving a short presentation about our Club to the program administration on Tuesday, September 9 at 7:00 p.m. at the Santa Barbara County Administration Center.

FCSB’s Policy for Allowing Players to Play on an Older Team: This issue will be the first item on the agenda for our next meeting. There seems to be a growing concern that allowing players to play up is in general not in the best interest of the FCSB club and, should, therefore, be reduced further or eliminated in the future.

August 7, 1997

FCSB Annual Club Barbecue & Picnic will be held Friday, September 5 from 4:00 p.m. to dark at Tucker’s Grove (Kiwanis Meadows): We will be taking an All-Club picture again this year. Karen Ribbens is arranging to have this picture taken. All players should wear their red and black team jersey or at least bring it for the picture. If individual teams wish to organize team pictures, they need to do so themselves.

FCSB will provide drinks, ice, large barbecue fire. Each team will be asked to organize the rest of the food for their own team. Nelson Trichler will see that a detail flyer will be made and distributed at the manager’s meeting (see below) to then be distributed by the managers to each of their players’ families. Everyone is urged to get there as early as possible so that there is plenty of time to eat, visit and take "the picture".

Annual FCSB Coach’s Meeting, Tuesday, August 12, 7:30 p.m. at the Spaulding’s house. All coaches should plan to be there (636 Edgewood Drive, 967-8875).

Annual FCSB Manager’s Meeting, Tuesday, August 19, 7:30 p.m. at the Ribben’s house. All managers should plan to be there. Karen Ribbens will head up this meeting. Each manager should bring a short story about their team for the newsletter (see below) to be published soon. If this item in on a diskette all the better.

ECRSL Meeting to Hand Out Each Teams Schedules will be, Wednesday, August 20. Each team should be sure to arrange to have someone pick up their team’s schedule for them.

Registration Materials Should be Turned in Soon: Team managers should be sure to get all of their registration material to Karen Ribbens well before they need it for their next tournament or game. "Delay on the manager’s part does not make for an emergency on the registrar’s part."

Proposal to Santa Barbara Foundation for Equipment: The Santa Barbara Foundation has changed their procedure for submitting grant proposals to include a pre-proposal application prior to the actual proposal. This means that December is the earliest that we might get approval for our application to the Santa Barbara Foundation. Blair Spaulding will prepare the pre-proposal application with help from David Edelman and Nelson Trichler with August 15 being the goal. Jim Acos prepared and had presented a detailed list of all the specific equipment items which the grant might include along with several bids for each item.

Formal "FCSB Intermediate and Long Range Action Plan". The final version of this document is still being worked on and, therefore, was not reviewed at this meeting.

Player/Parent Manual: Nelson Trichler reported that this manual is ready to go. It will be translated into Spanish, copies will be made, and the manuals will be distributed (twenty per team) at the Club picnic. Reproduction costs will be $1 per copy.

FCSB Newsletter Editor: Jeff Ino volunteered to edit the next FCSB newsletter.

Winter Cup Tournament News: The tournament Web site is address is www.west.net/~trichler/97wchome.htm. Discussions are continuing with Big Dog to be the main tournament sponsor and prepare the Tournament T-shirt. Nelson Trichler presented a number of humorous sayings which might be put on the shirt.

After much discussion, the board voted to approve the distribution of a total of $2500 (this is half of the remaining tournament profits) to the individual teams based on the help each of the teams provided to put the last tournament on.

Next Meeting: The next regularly scheduled board meeting will be Thursday, September 4, 1997 at 7:30 p.m. at the Hersh’s home located at 379 Princeton Ave.. Board meetings are open to all members of the Club.

Playing/Practice Fields Update: We are looking for a volunteer to help coordinate the use of the Las Positas practice fields with Las Positas park and each of our teams which wish to use the facility. If anyone knows of anyone who would be willing to do this vital job, please contact Karen Ribbens at 964-4843. Las Positas practice fields are available to all FCSB teams but they do cost the teams using them $20 per hour per field.

Bishop High School has arranged to purchase new top notch goals like at Dwight Murphy Field. As part of a three year agreement to use these fields, the FCSB board unanimously agreed to a proposal from Bishop High School to pay $500 over the three year period (that is 25% of the cost of the goals).

Risk Management: A responsible adult should stay at each practice until each player has been picked up. This will be discussed further at the coaches and manager’s meetings.

June 5, 1997

The meeting was called to order by Blair Spaulding at 7:45 p.m. at the McKinnon’s home. Present: Dan Ribbens, Nelson Trichler, Bill McKinnon, Blair Spaulding, Karen Ribbens, Brain Hersh, Doug Keep, Rhonda Lee, Jim Acos, Rich Hug, Jeff Ino; absent Carolyn Binkley, Tom Johnson.

Jeff Ino who has been training the goal keepers for several of the teams for the last several weeks introduced himself to the board. There was general agreement that our Club and our teams should try to work out an arrangement so that the keepers from all of the teams can benefit from Jeff. Coaches should contact Jeff directly at 687-5634.

David Edelman Gave a Moving Presentation on Making Grant Applications. David has a lot of experience in the process of writing grant applications. He urged us to develop 1, 3 and 5 year plans of what we plan to accomplish as an organization. David stressed that we need to get ourselves known in the community as a charitable organization that people want to donate to. He also said that we would need a brief history of FCSB and our philosophy. Dan Ribbens, Blair Spaulding and Bill McKinnon will get together over the next couple of weeks to take a first cut at preparing the needed materials.

Winter Cup Tournament Wrap Up: Nelson Trichler summarized a detailed "list of lesson’s learned" from this years tournament which he has put together from everyone’s input. The WEB site turned out to be a real success (it was accessed 800 times in the week just before the tournament). We plan to expand its use both for the tournament and for the Club itself. After expenses we had a profit of about 8,700.00 plus we bought two sets of portable goals, nets and storage bags for about 2,300.00. The board voted to distribute the approximately 2,500—in advertising income profit directly back to the teams which earned it. The managers should receive this money in the next two weeks. Rich Hug presented a breakdown by team of volunteer help at the tournament. There was a discussion of how to allocate some portion of the remaining tournament to the teams but the decision was postponed until our next meeting.

Player/Parent Manual: Nelson Trichler reported that a revised version of this manual is largely ready to go. Jim Acos said that he was still planning to put together a "player agreement" to either be part of or supplement the manual.

Treasurer’s Report: Karen Ribbens presented a detailed statement of the Club’s operating income and expenses for the past year. She also got Bill McKinnon to volunteer to submit the annual insurance forms for playing and practice field use in July when Karen will be out of town.

Assistant Registrar: Donna Venzor has stepped forward to help out Karen Ribbens as an assistant registrar for our Club. This will be particularly helpful in July when Karen will be out of town.

Xara T-shirts: We have just about run out of the Xara T-shirts with the large FCSB Club logo on the front and "Xara" on the back. There is a six week lead time to order more. Contact Karen if you would like more ordered.

Review of Next Years Teams: The status of each of our existing and new teams for next year was reviewed. Our current projections show 11 teams. There are three younger girls teams which is very positive for the future since that is how FCSB got started with its many boys teams. We are still, as always, on the lookout for potential new coaches and managers. Please let Dan Ribbens know at 964-4843 if you know of any prospects.

Team Registration: The registration materials have been delayed by the ECRSL league, but Karen Ribbens will soon be in touch with all of the managers to get this moving.

Playing Fields Update: Blair Spaulding reported that the city of Santa Barbara at the urging of the local soccer organizations (including our Club) is putting Dwight Murphy field on an upgraded maintenance schedule. The fees for the field will be doubled, but there was generally agreement that this is worth it to have a top notch field available.

FCSB All Club Barbecue & Picnic: We are again planning to have an all-Club barbecue at Tucker’s Grove on Friday, September 5, from 5:00 p.m. to dusk. Nelson Trichler said that he would try to find someone to arrange to reserve the facilities.

May 1, 1997

New Board Member: Rhonda Lee was officially voted in as a member of the FCSB board. Lets all give her a big welcome.

Review of Next Years Teams: Dan Ribbens reviewed the status of each of the teams for next year. Our current projections show 11 - 12 teams. If anyone knows of potential new coaches or managers, please let Dan know at 964-4843. It looks like FCSB will have between 12 and 14 teams next year. A number of these teams will be girls teams.

Club Registration: Karen Ribbens will renew our Club registration prior to May 15.

Team Registration: By June 15, each team which is going to play in the Fall must register with ECRSL (not its players, just the team) and pay a registration fee of $222.50. Karen Ribbens will be contacting the individual team managers and provide them with the necessary form.

Assistant Registrar Desperately Needed: With the expansion of our Club we really need to have an assistant registrar to help Karen. In particular, Karen is going to be gone for three weeks in July which will make it impossible to do registration during that time if a volunteer does not step forward. Please give Karen a call at 964-4843 if you are willing to help or know of someone who might be.

Review Player / Parent Manual: The first version of the FCSB Player/Parent manual which was prepared by Nelson Trichler was reviewed page by page. Nelson plans to incorporate the changes and suggestions and have this available in June prior to registration for the new year. Rhonda Lee said that she could arrange to have it translated into Spanish. Jim Acos volunteered to work with Brian Hersh to develop a section on "ranges of expenses" which a player can expect to pay. There will be a tear out page for players to sign and turn in with next season’s registration forms stating that they have read and understand their responsibilities in becoming a member of FCSB.

FCSB Tournament Update (May 10-11):

· close to 90 teams will be playing

· there is a training on Wednesday evening, May 7, at 7:00 p.m. at the Holiday Inn in Goleta for those helping with tournament registration; there will also be a very short training for field monitors (mostly older players) done at the beginning of this meeting

· by the time you get this all of your parents should know what they have been asked to do to help with the tournament; Rich Hug (967-6768) is the overall volunteer coordinator

· the FCSB WEB site shows the current schedules and results will be posted there; to find this site search for CYSA-South on the WEB, go to "tournaments" and select Santa Barbara (it is the first or second tournament listed); check it out!

Goal Keeper Training: An additional goalie coach, Jeff Ino (687-5634), has been found who is interested in helping out on a volunteer basis. Coaches should contact Dan Ribbens (964-4843) to coordinate Jeff’s help.

FCSB Budget : Karen Ribbens and Nelson Trichler presented a proposed Club annual budget. This budget was discussed and revised. The budget was then voted on and approved. This budget will be made available along with registration materials so that all club members can know what their Club fees go to pay for.

April 10, 1997

FCSB Tournament Update (May 10-11):

· over 84 teams are now registered to play

· first tournament committee meeting to be held at Nelson Trichler’s home at 7:00 p.m. on Wednesday, April 16

· Nelson has been working with AYSO in order to help them with their tournament (held one week before ours) and coordinate the efforts of both organizations. This is a great opportunity for our organizations to work together for the development of soccer in Santa Barbara.

Review Player Manual: Because our board is in the process of expanding significantly, it was decided to put off review of the new FCSB Player/Parent manual until the next board meeting. Nelson said that he would see that all new board members received a copy of the draft manual before that meeting so that they can review it ahead of time.

New Board Members: Over the past month Blair Spaulding and Nelson Trichler were contacting each of the existing and planned FCSB teams to find new board member volunteers. At this meeting each of the new volunteers who was present was asked if they would be willing to serve on the FCSB board and were subsequently voted in as board members. Lets all welcome Rich Hug, Doug Keep, Jim Acos and Tom Johnson and thank them for volunteering. Rhonda Lee and Sam Tyler have also volunteered but were unable to attend this meeting to be officially voted in but we hope to do that next month.

ECRSL Annual General Meeting: The El Camino Real Soccer League’s annual general meeting will be held next Wednesday, April 16 at Sequoia Middle School in Westlake at 7:30 p.m. Either Rich Hug or Bill McKinnon will attend to represent FCSB.

Goal Keeper Training is now being provided by the Club each Wednesday from 4-5 p.m. at Las Positas Park. All our teams should take advantage of this. Contact Dan Ribbens if you have any questions.

Treasurer’s Report had been prepared by Karen Ribbens and passed out and will provide input for the following item

FCSB Budget : Karen Ribbens and Nelson Trichler will put together a proposed Club budget using our past historical data and plans for the future. This will be presented at the next board meeting.

Possible Donation from S.B. Athletic Round Table: Blair Spaulding will following up on the possibility of receiving some funding for scholarships from this organization.

Xara Uniforms & Supplies for Coming Year: We need to know as soon as possible the needs of our teams for purchasing uniforms, sweats, pinneys, balls, etc. from Xara for the coming year. Doug Keep said that he would find out about the girls teams needs and Tom Johnson said that he would organize the boys teams needs. Bill McKinnon will get a list of what is available and send one to both Tom and Doug.

Next Years Teams: It looks like FCSB will have between 12 and 14 teams next year. A number of these teams will be girls teams.

Coaches for New Teams: As usual Dan Ribbens is actively looking for qualified coaches for some of our new teams. Please give him a call at 964-4843 if you have any leads.

March 6, 1997

The meeting was called to order by Blair Spaulding at 7:50 p.m. at the McKinnon home. Present: Dan Ribbens, Nelson Trichler, Bill McKinnon, Blair Spaulding, Brain Hersh, Karen Ribbens; absent Carolyn Binkley.

CYSA South Annual General Meeting: Nelson Trichler attended this meeting held on March 1-2 in San Diego. He attended a tournament directors session in which he learned a few new ideas, but mostly was reassured that we are already running our tournament in a manner similar to other successful tournaments. He also attended a session on "Protest and Appeals" but this dealt primarily with leagues which organize the playing of a fall season. We do not currently do that. Our teams now all play in the El Camino Real Soccer League.

FCSB Tournament Update (May 10-11):

· over 70 teams are now registered to play (7-8 of these are new sign ups)

· letters have been sent out to all the teams which have been accepted (hotel information included)

· Nelson Trichler has an initial FCSB WEB site up with tournament details; it has been linked to the CYSA-South tournament list; this makes it very easy for teams to get tournament applications; when available, the tournament game schedules will be posted

Tryout Summary: Our advertising was not as effective this year as in the past. We did not sent flyers to the schools and we did not run an add in the paper. Our best success, however, has always been coaches going out and beating the bushes. That said, it looks like will have a minimum of 10 teams next year (up from 8 this year) and perhaps as many as 12. Several of the new teams will be girls teams.

Call for New Board Member Volunteers: With the growth in our Club, we face an increasing need to expand the board in order to get all of the work done as well as to maintain good communication between all the members of the Club. To this end, the board decided to ask that all teams provide at least one board member. Blair Spaulding and Nelson Trichler will be contacting each team during the next month in order to come up with names of people who would be willing to serve on the Club’s board of directors.

FCSB Financial Accounting:

There was a discussion of how best to handle formal receipts for tax free gifts to the Club and/or to a particular team. Karen Ribbens has prepared a formal receipt which can be given for any such tax deductible gifts. The board agreed, however, that it is the Club’s responsibility to keep track of any gifts for which we have written a formal receipt acknowledging the gift. To get this receipt from Karen, the gift must be deposited in a special account set up by the Club. In the case of a gift to a particular team, the treasurer can then write a check transferring the money right back to that team.

There was a discussion of the benefits and drawbacks of centralizing the handling of money and accounting for each of the individual teams. It was decided that we would not do this at this time with the exception of tax deductible gifts. Further thought will be given to this matter.

Nelson Trichler brought up the need to have a formal Club budget. It was decided that this would be dealt with at the next board meeting and that Bill McKinnon will look up from past minutes and bring the per player budget figures which we have used in prior years.

Those who have ideas on what the Club should be providing for all of the teams should contact one of the board members prior to the next board meeting or come to that meeting.

New Club Policies: The following FCSB policies were finalized and will become effective with our Club’s new seasonal year which starts May 1, 1997..

Once these teams are formed and have coaches assigned to them, then FCSB will support the formation of a second "B" team if enough players capable of playing at a competitive level have tried out for but not made the "A" team. Teams are to be formed by early May and will stay together as a team until after the following year’s state cup competition when all teams are reformed. At this time players could be moved both up or down between the two teams.

Playing Up Policy: FCSB’s basic policy is that players are to play within their age group based on their birthday and that coaches should not actively recruit younger players for their team. In order for a player to play up, the coach of the team at that player’s age along with the older age group coach and the player’s parents must sign a from (each year) agreeing to this. If an agreement between the player, parents and coaches cannot be attained, then any of these parties may make an appeal to the FCSB board of directors. Based upon the information presented to the board, their decision will be final. No team shall have more than two players playing up.

Guest German Team coming Saturday March 29 for a 1:00 p.m. game at Dwight Murphy Field: As they do every year, a team from Dortmund, Germany, will be visiting us to play our U-13 boys team. This is always a great game to get out and see.

FCSB’s Parent Manual draft review was postponed until the next board meeting when it will be the first item of business. Nelson Trichler can be contacted at 967-4430 for copy of this document. Comments can be forwarded directly to Nelson prior to the next board meeting.

Agenda Mechanism for Future Meetings: In order to make our board meetings run as efficiently as possible we are planning to use an agenda at all future meetings. Anyone wishing to have a topic discussed and/or acted upon should contact Bill McKinnon’s work number anytime day or night at 566-2255 ext. 3181. If Bill is not there his voice mail system will take the message. Board meetings are held the first Thursday of every month. Topics submitted by 8:00 a.m. two days prior to the board meeting (i.e., 8:00 a.m. on Tuesday) will be put on the agenda for that Thursday’s meeting. Items not on the agenda may be discussed at the end of the meeting but only if time permits.

Annual Tryouts one day only, Saturday March 1 from 8:30 to 12:00 at La Colina Jr High School:

Registration 8:30 - 9:00. Tryouts 9:00 - 12:00.

Organized Club tryouts for all ages of girls and for boys who are currently U-10 through U-13 will be held. Older boys should be referred to the coaches of the specific teams. Anyone knowing of potential coaches for new boys and girls teams should contact Dan Ribbens at 964-4843.

Dan Ribbens reported that the coaches decided to have the tryouts on a single day this year due to the availability of coaches and our experience in prior years.

Advertising for the tryouts will include flyers to schools which will accept them, posters at schools and soccer stores, newspaper advertisements, mention on local radio stations.

Next Year’s Tournament Dates: We have to apply for next year’s tournament dates by April 1. We will apply for December 13-14 for a U10 - U14 tournament with an official rain-out date in early May. We will also apply for an U-14 - U-18 tournament for a separate weekend in early May with no rain-out date (The 100 year average rain in May in Santa Barbara is negligible).

FCSB’s Parent Manual draft will be reviewed at the next board meeting. Anyone wanting to provide input or review the current version should contact Nelson Trichler.

January 9, 1997

December Board Meeting Minutes: Separate minutes were not sent out for the regular December 5 board meeting because it was primarily a small celebration for the holiday season. The FCSB tournament was discussed. The possibility of exchanging teams with Santa Barbara’s sister city of Puerto Vallarta perhaps during the April spring break was discussed. Any team interested in this should contact Blair Spaulding.

Official Non-Profit Status for FCSB: We are now officially recognized by both the IRS and the State of California as a non-profit corporation. This makes it possible for persons or companies to make fully tax deductible contributions to us.

FCSB Tournament Rescheduled to May 10-11: Our tournament has been officially rescheduled to May 10-11. The fields have been reserved and the tournament date has been approved and published by CYSA-South. The tournament is still only for U-11 through U-14 teams since there are not enough fields to have any more teams and we do not have approval from CYSA-South for older teams.

Annual Tryouts Saturday March 1 and Sunday March 9 from 8:30 to 12:00: Organized Club tryouts for all ages of girls and for boys who are currently U-10 through U-13 will be held. Enlarging FCSB Board: With the expansion of our Club and in order to improve communication, it is our goal to expand the board’s membership to include a representative from each of our teams. The board would be very interested in hearing from anyone who would be willing to help. The time commitment can be kept small.

Santa Barbara Shores County Park to be built opposite Ellwood School is to include a field complex which can alternate between use for four soccer fields or four baseball fields.
